Northstar Local Government Service

Northstar’s staff continues to give back by serving their local communities’ government. With a wealth of expertise in the real estate industry, Northstar supports staff who want to contribute and share their knowledge with community boards and committees.


Current and former positions held by Northstar staff include:

Dave Girard – Town of Winthrop
Served as chairman for multiple design and construction subcommittees. Projects include a $1M tennis court renovation; construction of Miller Field, a $10M fieldhouse complex including a football field with a track; and a $81M middle–high school.

Former Conservation Commission member. Commission preserves and protects Winthrop’s coastal resources through the review of development project adjacent to wetlands.

Steve Smith – Town of Sharon
Current Standing Building Committee member. Standing Committee is responsible to oversee all capital construction in the town. The committee is currently building a new $163M high school and is in the planning process of a $18M library. Recently completed projects include a $13.5M Town Hall.

Andy Touchette – Town of Hingham
Current Public Safety Facility Building Committee Member. Committee oversees the feasibility study, design, and construction of a new Public Safety Facility to be located at 335 Lincoln Street, Hingham, MA

Current Zoning Board of Appeals Alternate Member. Board reviews proposed zoning variances and special permits and decides appeals of administrative decisions of the Town’s zoning officials

Jim Hogan – Town of Wakefield
Current Planning Board member. The Planning Board regulates the subdivision of land within Wakefield as well as makes recommendations on proposals which affect land use and development. Manages the process which zoning bylaws and maps are amended.

Kerry Logue – City of Boston
Alternate member of the Boston Zoning Board of Appeals (ZBA). The ZBA hears requests for conditional use permits, variances, permission to expand/change nonconforming uses, and similar zoning relief.

Justin Caron – Town of Walpole
Former Chairman of Historical Commission. Commission reviews and approves demolition of any structure in town that is more than 100 years old and help seek alternate options if buildings are deemed historically significant.
